Flourished with a long experience in the Palestinian telecom sector, Khaldoun can contribute diversified technical and non-technical knowledge of modern telecommunications to wide variety of ICT businesses. As a pioneering member of taskforce since the early commencement of the telecom private sector in Palestine along with 25Yrs of service, Khaldoun occupied senior positions in both technical and management domains through which provided proven record of adapting to high demanding situations considering most notably the highly cumbersome situation of the sector in Palestine and equipped with charismatic features that indeed helped out facilitate the mission.

Khaldoun is a postgraduate of Coventry University in United Kingdom with MSc. level in Operational Telecommunications. The MSc. Program introduced all key aspects of managing the business of modern telecommunications, and was run jointly with the renowned Cable and Wireless Academy. Bachelor’s degree was accomplished in Yarmouk University of Jordan with advanced standing of second position amongst colleagues.

Within the working trip in Jawwal, the first national mobile operator in Palestine, the vocational experience surpassed several stages including working for a partner company of Paltel Group  VTEL, Khaldoun participated in several due diligence missions to assess the potentials of mobile telecommunication business in countries of Kazakhstan, Trinidad and Tobago, Mauritania, Iraq, Kenya and Uganda along with others. Fundamentally, Khaldoun shared technical and business expertise to build up strategic posture of the telecom endeavors in concern.

Moreover, Khaldoun led and participated in several strategic projects all across the course of duty in Jawwal (Most prominently the projects related to introduction of new technologies and advancement concepts in Jawwal mobile network). Main objectives were to ensure successful business of these projects from technical and non-technical aspects, setup operation teams and oversee the techno commercial communications between the different parties of Jawwal.

Khaldoun occupied the position of Core Network Department Manager since January, 2006 up to 2022 in Jawwal. Responsibilities comprised supervising entirely Planning, Operation and Maintenance activities of the mobile core network of Jawwal and setting up execution procedures for the implementation of intended business plans pertain to network projects smoothly. Additionally, several IT responsibilities assumed as Enterprise Apps Dept. Head including management of Enterprise Resources Apps, Data Centers, Data Bases, in addition to multiple other missions in the IT area.

From competence and skills perspective, Khaldoun accomplished successfully several training programs in leadership, management and vocational disciplines carried out in multiple locations outside and inside the country. In addition to effective participation in plethora of technology events, user groups and meeting technology manufactures to foster the technology stance of Jawwal and Palestinian telecom sector worldwide.
